Good afternoon, Madame Chairwoman.
My name is Kirpal Singh. I’m the staff attorney with Colorado Public Interest Research Group or CoPIRG.
CoPIRG and its 6500 members support HB 1107 for its clear benefit to over 900,000 consumers in Colorado.
If this bill is adopted, consumers and businesses will realize $600 million in net economic benefits as a result of efficiency measures installed during 2008-2020.
Why is this so important?
Well, according to a survey by the Consumer Federation of America and the Credit Union National Association, 38 percent of those responding said the cost of energy would cause them to somewhat or greatly decrease their holiday spending.
Energy efficiency is a win-win strategy for consumers, businesses, and the environment. It is time for all utilities in Colorado including municipal utilities and rural coops to make promoting energy efficiency a top priority and extend these energy efficiency programs to households and businesses throughout Colorado.
I appreciate the opportunity to speak to the committee today and look forward to working with all of you in the future.
