Governor Ritter Signs Major Energy Efficiency Policy

DENVER—Governor Bill Ritter Jr. today signed House Bill 1037. Sponsored by Representative Claire Levy and Senate President Joan Fitz-Gerald, the policy facilitates expansion and implementation of utility energy efficiency programs in the state.

“HB 1037 will help consumers reduce their energy use and consequently lower their energy bills,” stated Rex Wilmouth, Director of the Colorado Public Interest Research Group (CoPIRG). “We estimate that households and businesses will save $1.2 billion as a result of this legislation. At the same time, less water will be consumed and less pollution will be emitted by power plants, thereby improving Colorado’s environment.”

“This legislation is another step towards a new energy economy in our state,” commented Rep. Claire Levy, one of the sponsors of the bill. “Saving energy through greater energy efficiency is much more economical than supplying energy from new power plants or natural gas wells. Saving energy is also a clean and reliable resource.”

HB 1037 directs the Colorado Public Utilities Commission (PUC) to establish energy savings goals and provide positive financial incentives for utility energy efficiency programs. These programs educate consumers and provide incentives to residents and businesses that purchase energy-efficient lights, appliances, insulation, and other conservation measures. Instead of purchasing a less efficient appliance, consumers will now receive rebates to purchase a more energy efficient model. Utility energy efficiency programs must produce benefits that exceed their costs, according to the legislation.

“HB 1037 is a win-win proposition for consumers, businesses, and utilities in the state,” said Wilmouth. “We applaud the General Assembly for passing House Bill 1037 and Governor Ritter for signing it into law.”
